whats a good program to use to put this together?

I usually do all the mapmaking stuff with GIMP.

They can also be easily imported into Hex Kit (https://cone.itch.io/hex-kit)

I tried using Hexkit however it seems the orientation is incorrect.

You have to import only the folder with the orientation you are currently using.

By default, Hex Kit uses VERTICAL, but you can create a NEW map and choose the option «Flat-top» to use the HORIZONTAL hexes!!

got it, the tiles look great for use in mork borg cities.

NICE!!!! Thanks for taking a look!
